A few thousand years ago, anyone who came back from the dead would be considered either a demon or a god (and of course, one person's demon is another person's god anyway). The original Watchers may have been worshippers, chronicling the doings of their gods; and there may not have been the secrecy and anonymity that there is (kind of) today. Undoubtedly some Immortals would have enjoyed being worshipped, but sooner or later they would realize that having a set of followers also draws attention to you and makes you a big ol' target for other Immortals. I can see the Watchers evolving from a small group of "chosen"; people who had been "blessed" with witnessing someone rise from the dead, who eventually discovered that hanging around their "god" wasn't such a good thing.
