You can, of course, be confirmed in whatever you please, but the sequence was actually filmed at a power plant in England. AP talked about it, in part 2 of a _long_ interview posted 8-31-00 at Fandom.com. McAsh also talked about it in pt. 1 of Abbie Bernstein's 12-00 Eon interview. He said this-- "We shot the final fight scene in the Littleton power station in the county of Kent outside of London. There was a lot of that final fight scene that had to be completely rechoreographed because we are now trying to put it into an entirely different physical environment and the phrases that we had choreographed for the fight when it was going to be shot in Romania simply did not fit in the new environment. So the fight is substantially different from the version that we would have shot in Romania, but I believe that it is equal in all visual and dramatic aspects." It's possible they dressed the place to _look_ like what you mention, but why in the world would they do that? As it was, they were suddenly doing the fight in a place obviously NOT a cathedral-type building, which was where the early part of the scene was shot in Romania--so it looking like the power plant it was makes as much sense as anything. All the blooper stuff and general goofing around that Adrian and Peter and Valentine and Roger D & the Gang of Usual Suspects "committed" while filming? I don't know what the financial cost/benefit/gain is for encoding for both Region 1 & 2, but the other two items on my/our wish list is already in the can and is "free"!
