I'm assuming Ms. Gabaldon refers to fan-fiction as fan-fiction published in 'zines, the Internet, etc. (asking for a moratorium on simply thinking up or writing out the stories borders dangerously on thought control). She has every right to defend her work from those who infringe on her copyright and write stories with her characters against her will.
